Using this approach, I was able to get the printer's software loaded onto the machine without needing the wizard for setup. Note, the latest drivers are not going to work because they do not list the individual files downloaded and essentially have only the setup wizard.
It definitely was not easy although I discovered that you can install the drivers directly from add a printer and upload the whole folder for the printer which is found on dell's website to that and it will automatically find the drivers which are needed for the device. I have finally found the solution to the issue mentioned within my original post. I saw that some other people were having problems with the language of the installation wizard also which they have mentioned within these and potentially some other Dell Fourms posts which I will include. The link you provided was the same one I used in order to install the drivers in my failed attempt due to the language being not in English. This model made by Lexmark looks very similar to the Dell Photo 926, I can see that they most likely re branded this unit. If these drivers don't work, you can try the Lexmark X3650 drivers, since it's supposed to be the same printer series as the Dell Photo 926, but since this is an older printer, your mileage may vary. (Dell doesn't and never has made printers - they sell re-badged printers, usually made by Lexmark.) They officially support these 32-bit OS's only: Windows 7, Windows Vista, Windows 2000, & Windows XP. These are the official drivers for your Dell-branded Lexmark Photo 926 printer.

Windows update was able to find some basic drivers to install for the scan and other functions although still states that the printer needs troubleshooting because it does not have the actual drivers for the specific printer installed. The printer software which I found on Dell's site for this printer appeared as if it was going to work although I later found out when running the setup application was in some language other than English which I am not able to identify. I have a Windows 7 desktop and have the computer connected to the printer with a cable.
